Given your logic, millions of citizens in Europe, USA, Japan, South Korea, Australia, Taiwan should be arrested by now for daily criticisms of authorities and incitement of unhappiness among citizens. Unless authorities were poor, else nobody has reason to be unhappy with authorities.
Only the authorities can make citizens unhappy and galavanize citizens together to make a statement. Only the authorities can do that with poor policies that make life hell. No single individual has the influence to do that.
