You are right but in Genting they have generally been more strict about outright solicitation due to their "family image". This is why alot of meimeis last time didn't want to come down during the night for fear of getting detained and questioned. Daytime was said to be "safer" for them to come down.
In Genting, it seems they are more willing to allow the pimps to hang around but not the gals. If they truly wanted to clamp down... it would be all too easy since they're always at the same spots and cameras can monitor 24hrs.
So I think if they really did do a sweep, the pimps would be standing in less obvious and regular places lor.
IMHO... gals will always have alot of replacements (since their numbers are so great) but pimps less replacements.
